The flapper is the part that closes over the seat valve and it is probably getting stuck when you flush the toilet and is not closing all of the way.

Do you have a clogged toilet that will not flush or come unclogged no matter what methods you have been trying?

You will want to slide it back onto the overflow and then clip it in place using a utility clip.

If you have water coming from a crack in the tank you may have to replace your entire toilet.
